Certification of Recreational Pilots

Over the years, pilot certification rules have been amended to accommodate advances in aviation and the increasing complexity of operating aircraft in the national airspace system. These changes have created additional aircraft equipment needs and training requirements for pilots which have made the Private Pilot Certificate increasingly difficult and expensive to earn.

The revised training requirements and procedures have overlooked pilots who compromise a large segment of aviation known as recreational and sport aviation. They fly in less complicated aviation environments close to a home airport without air traffic control or radio communications capability. Neither the environment they fly in, nor the aircraft they fly warrant training in instrument navigation or night flying. The range of operations flown by the recreational pilot does not benefit from the instrument and night requirements of the Private Pilot Certificate.

 

The Recreational Pilot Certificate

The United States is unique among the nations contracting to the Convention on International Civil Aviation in that the Federal Aviation Administration has provided for a Recreational Pilot Certificate. The Recreational Pilot Certificate allows less expensive and more basic training appropriate to recreational and sport aviation. While recreational pilots are required to demonstrate a level of competency consistent with recreational and sport operations within the national airspace system they are not burdened with the additional requirements of the private pilot who functions in a more complex environment. Accordingly, the recreational pilot privileges and limitations reflect the training and instruction required for the Recreational Pilot Certificate.
